For Immediate Release Sept. 29, 2022 Scholarship honors Ralph Langer, longtime FOI Foundation president and news executive AUSTIN – The Freedom of Information Foundation of Texas announced Thursday the creation of a journalism scholarship honoring Ralph Langer, a guiding light as the foundation became the state’s leading voice on transparency and the First Amendment. The $5,000 scholarship will be awarded in early 2023 to a journalism or photojournalism undergraduate student at a Texas college or university for the 2023-24 academic year. Texas House Speaker Pro Tem Joe Moody, Josh Hinkle of KXAN-TV, Eva Ruth Moravec of the Texas Justice Initiative and Kathy Mitchell of Just Liberty discussed the latest in police transparency laws during a one-hour webinar on Feb. 24. Hinkle, leader of KXAN's investigative team, moderated the panel discussion, which was free and open to the public. The FOI Foundation of Texas and ACLU of Texas co-hosted the event. The Freedom of Information Foundation of Texas, which is not holding an in-person state conference this year because of the coronavirus, instead is planning fall online programs to explore leading open government issues. These online discussions will focus on transparency matters related to the COVID-19 pandemic, modern-day challenges surrounding the Texas Public Information Act and other timely topics. An online awards celebration will honor the James Madison Award recipient, the Spirit of FOI Award winners and the State Bar's Texas Gavel Award winners.
